Both the Animal Legal Defense Fund and the Humane Society of the United States declared that Act 10 of 2017 has vastly improved Pennsylvania’s standing in a nationwide poll in regards to legal protection for animals. Act 10 is an animal abuse overhaul package that Governor Tom Wolf signed last June, including Libre’s Law.
The bill was named after a Boston Terrier in the area whose story of abuse and subsequent recovery captured the hearts of Pennsylvania residents. The community clamored for harsher penalties in regards to animal abuse, and their voice was heard, helping pass this new legislation.
The legislation placed restrictions on tethering animals outside in regards to duration and temperature, as well as implementing more severe penalties for animal cruelty convictions. It also took away restrictions that prevented you from stepping on someone else’s property and acting upon witnessing animal abuse.
